Gen. Willoughby was MacArthur’s intelligence chief during the entire war. Immediately after World War II, studies about MacArthur’s intelligence activities and their role in the war were compiled under Willoughby’s direction in what was titled the "Intelligence Series." These studies were considered secret and were not accessible to the general public until the publication of this book.

Included in this series were two volumes specifically on the Philippines, one on Philippine Guerrilla operations and the other on Intelligence Activities in the Philippines during the war. These two volumes are reproduced in this book, along with several appendices of historical importance. These studies provide a concise, almost official, history of the Philippine guerrilla movement as it was known at that time, from the eyes of MacArthur’s headquarters. Having been compiled right after the war, there were still many gaps and inaccuracies, but this volume serves as an important source in understanding the Philippine resistance movement.

Among the appendices are sample intelligence reports, reports of key guerrilla leaders or liaison persons (such as Lt. Cmdr. Charles Parsons, Maj. Edwin Ramsey, Maj. Jesus Villamor, Maj. Emigdio Cruz and others), as well as translations of captured Japanese documents which provide the Japanese perspective.

Additional chapters are published to complement the Intelligence Series volumes, among them the GHQ Southwest Pacific Area chronology of the war; a brief history of MacArthur’s Intelligence Service, and a chapter from Willoughby’s biography of MacArthur which dealt with the Philippine guerrilla movement.

Two appendices provide lists of Filipino veterans organizations and a partial list of Filipino veterans who were not recognized by the US government.
