Si Jose A. Badillo ang pinakakilalang may-akda ng mga luwa at iba pang akda mula sa Taal, Batangas. Ang luwa ay patulang papuri sa mga patron, santo, at santa na binibigkas tuwing kapistahan o sa mahahalagang okasyon ng mga taga-Taal at iba pang karatig na lugar. Si Badillo ay ipinanganak noong Hulyo 16, 1917, at pumanaw noong Enero 5, 1986. Ang aklat na Mga Luwa at Iba Pang Tula ni Jose A. Badillo ay nagpapahiwatig ng kanyang pananaw sa Diyos, tao, at bayan.
