This 1925 report from the Philippine Bureau of Prisons catalogues the wicker and wooden furniture produced by inmates in Bilibid Prison's Industrial Division, alongside a folding flow chart of the prison system, a map of penal institutions across the archipelago, and statistical tables on the prison population and crimes committed. It also reproduces a lecture on the Philippine prison system delivered by Director of Prisons Ramon Victorio at the American Prison Congress in Salt Lake City in 1924, laying out Bilibid's American-influenced approach to rehabilitation through labor. The Manila Bureau of Printing issued the report in 1925.
